On 20 March 1993, a bomb left in a litter bin on a shopping street in Warrington, England, killed a three year old boy named Johnathan Ball. A twelve year old named Tim Parry died of his injuries days later. Dozens more were hurt.
The IRA claimed responsibility.
The Cranberries were on tour in England at the time. Dolores O'Riordan, who was twenty one and from Limerick, has said she wrote it that same period, on the road, in response to what she was watching on the news.
What she wrote sounded nothing like the band's other material.
They were known at that point for something delicate, jangling guitars and a soft, keening vocal, and they had done well with it. This was distorted, heavy, slow and furious, with a vocal that goes from a murmur to something close to a howl.
The lyric is direct to the point of bluntness. A child taken slowly. A mother's grief. A refusal to accept that this is anybody's idea of a cause. The date in the chorus refers back to 1916, making the point that this has been going on far longer than the people dying have been alive.

O'Riordan refused, repeatedly and immovably. By the band's account she simply would not budge, and eventually the label gave in.

She was asked about it for the rest of her life and never once softened her position on it.
She died in 2018 at forty six.
